Controversial city businessman Moses Kalungi is under investigation by the State House Anti-Corruption Unit, in conjunction with the Police Criminal Investigations Directorate (CID), over alleged fraudulent dealings involving the multi-million estate of the late tycoon Dr. Muhammad Buwule Kasasa.
The State House Anti-Corruption Unit has summoned several individuals, including some of Dr. Kasasa’s children, to assist in ongoing investigations aimed at establishing how the land titles were transferred into Kalungi’s names. Kalungi is a former mayor of Makindye Division.
The land in question includes Block 4, Plots 3001 and 3002 at Kibuga, and Block 4, Plots 936 and 938 in Namirembe Kibuga. The property was originally registered in the names of Dr. Kasasa’s seven children. However, it is alleged that the titles were fraudulently transferred to Kalungi, who has since taken possession of the developments on the land.
Dr. Nulu Nakabonge Kasasa, one of the registered proprietors, through her lawyers led by Senior Counsel Rukutana Mwesigwa, the former Attorney General, filed a complaint with both the State House Anti-Corruption Unit and the police. She alleges that the land titles were unlawfully transferred.
Nakabonge has also instituted a lawsuit against Kalungi and her siblings, seeking a court declaration that the transfer of the land was fraudulent. She is further asking the court to order Kalungi to vacate the property and compensate her for losses incurred since the alleged fraud began.
On Thursday, the parties appeared before Samuel Kagoda Ntede, Deputy Registrar of the Civil Division of the High Court, regarding an application for temporary and interim injunctions. The registrar provided guidance on how the matter will proceed.
He directed all respondents to file their defenses by the end of Thursday, noting that they had failed to do so before the hearing. Nakabonge was instructed to file her rejoinder and submissions by Tuesday, April 28, 2026.
The respondents are expected to file their submissions in reply by May 5, 2026, while the applicants will submit their rejoinder by May 7, 2026.
The registrar also scheduled a locus visit to the disputed property in Mengo, Kampala, on May 19, 2026, at 2:30 p.m., before making a ruling.
When contacted for comment, Kalungi declined to speak on the allegations, stating that he does not comment on matters before court.
